Serves as Deputy Manager for the Habitation Systems Development Office (HP40) within the Human Exploration Development & Operations Office (HP). Provides expertise to a diverse team of multi-discipline professionals developing habitat concepts in support of NASA's Moon to Mars programs. Collaborates across NASA, including the Exploration Systems Development Mission Directorate; builds strategic relationships with program managers, stakeholders, and partners, contributing to mission success.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Supports Manager providing Habitation Systems expertise to stakeholders and management of the Gateway Program, Strategy and Architecture Office, and Mars Campaign Office; critical to successful execution of the Moon to Mars blueprint objectives.
Provides leadership and strategic direction for MSFC’s Habitation business unit, attends regular meetings with other business unit leaders and stakeholders, periodically updates MSFC senior management.
Collaborates with organizations across NASA and MSFC to identify strategic opportunities for development and maturation of capabilities necessary for Habitation, including ECLSS.
Advocates for Habitation systems development priorities and objectives to MSFC and Agency leadership. Provides regular out briefs and reports on project performance, accomplishments, and opportunities.
Maintains positive engagement with key interfaces such as Gateway Program and ESDMD Strategy and Architecture Office to ensure alignment of work with customer priorities and expectations.
Develops external partnerships for industry collaboration to foster development of key Habitation capabilities for Lunar and Mars-forward human exploration, including inflatable soft goods.
Evaluates performance of government and contractor organizations involved in the development and operation of highly complex systems and resolves problems or conflicts that impede progress or jeopardize fulfillment of objectives.
Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing technical leadership, project management, and/or engineering direction on formulation, design, development, test, evaluation and/or integration of aerospace systems;
Leading multi-disciplined teams; collaborating with stakeholders and partners across organizational boundaries, building relationships and coalitions at all organizational levels;
Managing change and providing technical advice on aerospace systems integration, testing, and resolving problems that impact operations (e.g., addressing critical timelines, technical risk, resource allocation, compatibility of systems and subsystems, and project performance).

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
