This is a Senior Executive Service Tier 1 position. Salaries for Tier 1 positions range from $171,268 - $195,000. This position is in the Senior Executive Service, a small elite group of top government leaders. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

Duties

As the Deputy Director for Test, some of your typical work assignments may include: Advises the Director for Test on issues related to program technical risks, technology maturity, systems engineering, and is accountable for ensuring the technical viability of test protocols, schedules and integrating engineering and transition to deployment strategies. Identifies technical issues and ensures they are addressed and effectively resolved. Ensures effective and integrated program planning, acquisition strategy development, and internal assessments related to flight testing, ground testing, and War-Games and exercises. Delivers Warfighter Operational Support for missile defense to the respective United States Combatant Commanders. Determines technical soundness and adequacy of MDA test efforts and processes, and leads technical reviews related to propose Missile Defense Systems test planning and execution. Delivers guidance on all matters relating to staffing, planning, resourcing, risk management, performance prediction and execution of tests as outlined in the Integrated Test Master Plan. Delivers advice on all test and assessment, facilities, siting and environmental issues. Plans, programs, budgets, executes analyzes, and reports on all tests and experiments. Provides test program direction and oversight by establishing a system focus for test that incorporates the test requirements of the systems engineers and Warfighters, thereby producing a fully integrated comprehensive test program. Develop and promulgates policy, guidance, and best practices for test and evaluation disciplines, and ensures that policies are appropriately enforced. Develops, sustains, and modernizes test infrastructure for the Missile Defense System to include ground test and range facilities, fixed and mobile sensors and instrumentation. Ensures Military Construction and Research, Development, Testing and Evaluation facilities are acquired in compliance with Federal laws and Department of Defense guidance. Interfaces with the Test and Evaluation community and represents MDA with external agencies on test and evaluation to include coordinating with the Combatant Commanders, the Operation Test Agencies, Director, Developmental Test, Evaluation, and Analysis, and Director, Operation Test and Evaluation to provide input to the Military Utility Assessments and Operational Assessments. Facilitates centralized strategic planning and provisioning for the test program. Facilitates centralized campaign and tactical planning and reporting for the test program. Facilitates decentralized execution of the test program. Facilitates testing Missile Defense Systems elements, technology experiments, and international collaborative programs and ensures that a robust test program is adequately and appropriately resourced. Facilitates test readiness and ensures test adequacy. Serves as a member of the MDA Executive Management Council. Develops and staff's treaty compliance documentation. Prioritizes test events and resolves conflicts in the test program. Serves and represents the Director for Test on a variety of committees, conferences, working groups, and acts on their behalf during absences. Serves as Test Function Manager, as delegated by Director for Test, and sustains implementation of the MDA matrix management policy with primary responsibility to: Serve as the lead integrator of the geographically dispersed, multi-service, multi-agency test organization to effectively achieve MDA goals and objectives. Provide the test organization with trained, qualified personnel to manage the test infrastructure and plan and support testing. Manage multi-billion dollar budgets and work with prime, sub and support contractors to effectively and efficiently test components of the Missile Defense System. Realign functions to functional areas and rebalance the test workforce ensuring execution of the Integrated Master Test Plan as required. Develop Test Functional Area standard policies and processes by developing organizational and test program management constructs. Ensure test employee performance plans align with organization goals, employees are appraised against clear, measurable standards of performance, and the principles of equal employment opportunity and affirmative action are achieved. Serve as the MDA Pay Pool Manager for all assigned Test Function Area Civilians. The incumbent performs other comparable duties as assigned.

PROFESSIONAL/MANDATORY TECHNICAL QUALIFICATIONS The incumbent must process comprehensive professional knowledge and subject matter expertise in test practices and procedures, acquisition principles, methods, concepts, theories, and applications; modeling and simulation technology and practices; technology transfer; acquisition policy and strategies; and business administration and management coupled with a proven ability and professional level managerial experience. 1. Comprehensive knowledge and proven ability to manage a complex Missile Defense System development and acquisition program. 2. Thorough knowledge of test planning, execution and management sufficient to resolve complex problems or provide multidisciplinary solutions to campaign-level and test-event level planning, execution, analysis, and reporting protocols, policies and procedures. 3. Extensive knowledge of Missile Defense System acquisition programs and experience reviewing, analyzing, and resolving complex technological and program management issues. 4. Extensive knowledge of the technical aspects of range infrastructure, test facilities, and test execution processes and methodologies. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

Education

A Bachelor of Science degree in engineering is required. A Master of Science degree in an engineer centric degree is desired.

Individual Occupational Requirements

Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
