As a Supervisory Information Technology Specialist, you will become a key team member of Homeland Security professionals performing a wide range of IT management activities and provide leadership, management, direction and advocacy for IT solutions.
Typical work assignments include:
Overseeing the major incident management processes and procedures to ensure identification, detection, management, and resolution of incidents are optimized to drive down Mean Time to Repair (MTTR) and restoration of mission services.
Supporting the development and maturity of an enterprise monitoring architecture plan, including establishing metrics and associated performance measurement indicators, and provide support to the Watch Commander in the daily oversight of EOC operations.
Providing oversight and guidance for execution of major incident management processes and procedures to ensure identification, detection, management, and resolution of incidents.
Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees as well as evaluating the work performance of subordinates.
Qualifications
Basic Requirement: Individuals must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation
You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below.
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Developing Information Technology (IT) related policies and functional requirements
Researching best practices on the implementation of necessary policies, procedures and tools.
Providing program oversight to IT related programs or projects
Reviewing program alternatives and more efficient approaches for program execution
Establishing metric and associated performance measuring tools

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/05/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.
Leadership Training: All newly appointed first-time CBP Supervisor are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
