Duties

Joining Customs and Border Protection, Office Information and Technology will allow you to use your expertise in Information Technology (IT) principles, concepts and methods to support IT systems and services. This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10) with promotion potential to $191,900 (GS-15 Step 10). In this Supervisory Information Technology Specialist (Enterprise Architecture/Policy and Planning) position, you will become a key team member of Homeland Security professionals and serve as a Chief Architect for the Office of Information and Technology. Typical work assignments include: Directing a complex administrative program which develops policy for the Office of Information and Technology (OIT) which involves major aspects of IT policy development Serving as the viable authoritative source of information concerning Enterprise Architecture including the interpretation of the intent of existing guides and the formulation of new agency policies and practices Leading the definition of technology architectures, and the evaluation and definition of application and technology standards Coordinating requirements among organizational unites in the formative stages or program initiation, project design, project completion, and management of on-going programs Developing a robust and aggressive approach for the adoption of digital modernization and IT reform furthering efficiencies in enterprise architecture by assessing government and/or commercial "best practices" and improvement opportunities for system and application rationalization, and providing guiding principles for designing applications to be cloud native

Basic Requirement: Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation. Along with the four competencies listed above you must possess at least one (1) year of specialized experience described below to qualify based on experience. Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing, developing and implementing enterprise architecture policies, processes, and procedures Recommending plans to improve program policies, practices, methods, and organization structure Overseeing and making recommendations for improvement or implementation on a variety of technical programs, including, but not limited to: Agile development; cloud hosting services; application development; enterprise architecture; information technology (IT) security; and virtualization Leading the definition of technology architectures, and the evaluation and definition of application and technology standards NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/29/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
