The incumbent will work as a member of the Support Services Division at the Los Angeles Regional Office (RO) in Los Angeles, CA to provide oversight of all administrative activities of the Los Angeles RO.
Duties
Administers administration programs that include records management, property management, supply, procurement, and vehicle fleet management.
Serves as a subject matter expert on all aspects of administrative activities.
Provides management and operating officials advice and assistance on all administrative matters.
With division and station management, assists in the development and execution of the station's annual General Operating Expenses and Minor Construction budget.
Develops and implements administrative management policies.
Directs operation of the central mailroom including direction of the general workflow of written communications for the Regional Office (RO).
Directs procurement, storage, and distribution of all forms and publications to the RO, service organizations, etc. and ensures compliance with RO and CO directives.
Responsible for administration of station motor pool of GSA vehicles in accordance with applicable directives and ensures maximum utilization and maintenance of assigned vehicles.
Ensures surveillance, evaluation, and planning to ensure efficient utilization of facilities and works with appropriate entities for acquisitions, maintenance, and improvements.
Administers the Personal Identity Verification system.
Supervises administrative employees.
Determines training needs of staff.
Advises, counsels, and instructs subordinate employees on work and administrative matters.
Interviews and selects candidates for vacant positions.
Coordinates building security with GSA building management, Federal Protective Services, VA Police, etc. to include investigating security violations, furnishing studies, analyses and reports related to security.
Exercises control over the day-to-day operations of services, functions, and processes as it relates to safety and continuity of operations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience is demonstrated by having performed duties related to administrative functions which include planning, directing, and coordinating supportive services of an organization. Additionally, candidates must show experience in two of the following areas to be considered minimally qualified:
Experience overseeing maintenance of buildings, grounds, and/or equipment;
Experience in facility projects such as renovation of existing space, relocation of a team and/or office, facility improvements, workspace adjustments, minor construction, etc.;
Experience in administering government regulations relating to environmental, health, safety, and/or security standards;
Experience with procurement, contracting, and/or lease administration;
Experience in one or more supportive services of an organization such as records management, property management, inventory of supplies and/or equipment, vehicle management, mail distribution, etc.;
Providing advice to management officials based on analysis of space and facilities, safety and security inspections, minor construction budgets, etc.;
Successful completion of a leadership program such as Emerging Leaders Program, Station Leadership Candidate Development, Leadership Enhancement and Development Program, etc. or any equivalent program if not completed through the VA;
Experience in leading which would have been gained as a supervisor, team lead, coordinating several major work assignments, recognized as a de facto team leader by peers, project management, etc.
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
