About the Position: Serves as a staff member of the Operations Directorate and advisor on plans and operations. Supports the Chief of Operations and BGCA as an organizational representative for the continuing Post chemical Operations stockpile & closure operations.

Duties

Serve as a staff member of the Operations Plans Division (Operations Directorate) and advisor on plans and operations. Support the Directorate as an organizational representative for the continuing Transport of Containerized Rocket Warheads / Contaminated Secondary Waste operations. Establish and maintain short- and long-term planning calendars, schedules IPRs, meetings, presentations, working groups and SAVs, to ensure mission goals and objectives are met. Develop, manage, and/or recommend plans, programs, and procedures, and coordinates organizational programs and policies in accordance with DA and organizational mission and functions. Lead in the development of a comprehensive operational strategy for current operations and emergency response planning. Provide technical guidance to depot operating elements involved in the Installation Emergency Response Incident procedures. Responsible for the development, coordination, and execution of the installations quarterly Chemical Incident / Mishap Response and Assistance (CIMRA) Exercises/Situations. Perform as the central receiving point for all internal and/or external tasking requirements. Liaise with other organizational elements, and Federal and State organizations to meet organizational operations policy and program objectives; collect, assimilate, and analyze information needed for making effective long and short-range decisions. Lead planning processes for special initiatives and projects to achieve organizational objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position has a requirement to lift up to 25lbs. in the regular performance of duties.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This is a Term position scheduled to last 2 years.
  • Term employment is subject to a one-year trial period.
  • This position requires the incumbent to qualify and remain qualified for the Chemical Unescorted Access Program (UA), AR 190-59, to include random urinalysis as specified in depot procedures and AR 600-85.
  • The position may require the incumbent to participate in Chemical Incident or Mishap Response and Assistance (CIMRA) situations and serve on teams dedicated to controlling CIMRA situations after being trained for the particular duty involved.

Specialized Experience: One year of specialized experience which includes: 1) Developing and advising on plans, programs, and policies which support the Transport of Containerized Rocket Warheads and/or Toxic Chemical Stockpile Management Mission; 2) Establishes short and long term planning synch calendars for use by organizational elements and tracks taskers; 3) Developing comprehensive operational strategy for emergency response planning; 4) Coordinating and executing emergency response preparedness exercises; 5) Utilizing office information systems such as MS Outlook, Word, PowerPoint, Excel, and MS Teams; and 6) Designing and conducting schedules for Staff Assistance Visits (SAV) and Installation Preparedness Reviews (IPR). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsOrganizational AwarenessPlanning and organizing/Time ManagementProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
