Duties

Responsible for the development and operations of the Bureau of Prisons (BOP) community-based protocols for reentry, substance use, mental illness and sex offender treatment, and oversees the coordination and implementation of the entire community-based treatment program. Responsible for the formulation, review, refinement and compliance assurance of Community Treatment Services programs. Responsible for the development of budget request and allocation, management and accounting of all financial resources dedicated to community treatment services and social and rehabilitative programs nationwide. Represents the BOP by serving as a liaison to, and/or coordinates activities with, U.S. Probation, Administrative Office of the U.S. Courts, U.S. District Court Judges and the U.S. Parole Commission in the development and implementation of all community-based treatment for the BOP. Prepares responses to congressional or judicial inquiries concerning community treatment related concerns, and oversees drafting of Executive Staff correspondence and legislation pertaining to reentry or community treatment programs in the BOP and community.

Qualifications

To be considered for the position, you must meet the following: Basic Requirements: A. Degree: that included at least 24 semester hours of course work in the behavioral or social sciences. OR B. Combination of education and experience - that included at least 24 semester hours of course work in the behavioral or social sciences, and that provided applicants with knowledge of the behavioral or social sciences equivalent to a 4-year degree as shown in A above. Evaluation of Education: Courses, such as sociology, correctional administration, criminal justice, government/political science, psychology, social work, counseling, and other related social or behavioral science courses may be used to satisfy the 24-semester-hour requirement. Evaluation of Experience: Experience must have been gained in (1) casework in a correctional institution or in another criminal justice setting; (2) counseling in any setting, provided it required diagnostic or treatment planning skills to achieve specific social or occupational goals; or (3) work treating persons in need of social rehabilitation. AND In addition to meeting the Basic Requirements, applicants must have the following: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities necessary to successfully perform the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience in directing staff in pre-procurement planning to help ensure comprehensive statements of work/technical specifications are developed. Experience in applying knowledge of Federal contracting regulations, statutes, procedures and program objectives to determine the appropriate types of contracts and negotiation. Experience in directing staff in post-procurement administering of contracts by assuring compliance with the Statement of Work. Experience with ensuring acquisitions comply with legal, regulatory, and agency requirements. Proving input and recommendation concerning ongoing procurement initiatives, trends, recurring problems and recommended solutions. Experience establishing internal policies, procedures, and controls and coordinates with other procurement officials and/or supervisors to ensure uniformity and consistency. If applicable, credit will be given for paid any unpaid experience.
