This position serves as the Deputy Chief Ranger of the Visitor and Resource Protection division of Mount Rainier National Park. Open to the first 50 applicants or 11/12/2024whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Serves as one of eight principal assistants and advisors to the Chief Ranger in the overall administration, planning, development, and operation of the Visitor and Resource Protection Division. Provides direct supervision to three District law enforcement supervisors (GS-11) and through to Emergency Medical Services (EMS)/Advanced Life Support (ALS) and Search and Resue (SAR) teams within the Division of Visitor and Resource, and advisory services to the law enforcement group (eight GL-09 Park Rangers). Ensures that all supervisory and personnel management responsibilities are carried out, including the recruitment, selection, training, counseling, and evaluation of permanent and seasonal employees. Participates in the division's budget formulation and execution (approx. $4M in ONPS and an additional $500K in non-base funding). Incumbent is further responsible for carrying out the spirit and intent, as well as the specific requirements of the National Park Service Equal Opportunity programs and park leadership's intent in Diversity, Equity and Inclusion initiatives. Position Requirements: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Government housing may be available.

Qualifications

All qualifications must be met by the closing date of this announcement-11/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Selective Factors: Applicants must meet ALL of the following to qualify: 1. Mandatory Minimum Age Requirement: This position has a mandatory requirement that applicants must be 21 years of age or older. 2. Mandatory Law Enforcement Commission: Applicants must meet one of the following criteria by the close date of the announcement to be considered for these positions: Currently hold, or have previously held (within the past three years), a National Park Service full (Level I) law enforcement commission, or equivalent within the past three years. You MUST certify in your supporting documents the possession of at least one of the above criteria. Include your commission number with expiration date within your resume. 3. Primary Law Enforcement Experience: This is a covered secondary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position. 4. Driver's License: Must have a current, valid State Driver's License by 11/12/2024. - AND - GS-12 Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience includes: (1) managing or leading law enforcement and resource protection program; (2) evaluating law enforcement program activities based on funding to determining objectives, amount and location of work, as well as type of resources needed for the program; (3) interpreting regulations and policy directives related to law enforcement and natural resource protection; (4) reviewing law enforcement case reports to ensure compliance with policy, mutual aid agreements, cooperative agreements and memoranda of understanding; AND/OR (5) investigating criminal activity, conducting investigations of applicable Federal or state laws, and performing training / instructor responsibilities. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
