This position is located in Lake Mead National Recreation Area, in the Division of Resource Stewardship and Interpretation.

Duties

You will perform the following duties to include, but not limited to: Serving as the National Environmental Protection Act (NEPA) Coordinator for Lake Mead National Recreation Area. Establishing and fostering effective partnerships through the environmental planning and compliance process. Ensuring appropriate application of the laws, regulations and policies related to the protections and management of Tribal, natural, cultural and Wilderness resources, and the development of comprehensive environmental protection policies and programs. Preparing a variety of written documents including compliance documents, minimum requirement analyses and proposals related to Wilderness and environmental protection program issues. Communicating with park staff, management and the public concerning a variety of environmental issues. Ensuring effective use of the National Park Service's Planning, Environment and Public Comment (PEPC) site. Ensuring the PEPC site includes all documentation supporting the decision for each action carried out in the park. Performing the full range of supervisory duties for assigned work unit of at least 3 permanent employees. Physical Demands: Work is primarily sedentary in an office environment but may require limited physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Operation of and travel within motor vehicles is required. Work Environment: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can occasionally involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot and dry weather extremes; and flights in small aircraft, including helicopters.

Qualifications

All qualifications must be met by the closing date of this announcement-11/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: One year of specialized experience, equivalent to at least the GS-11 grade level in Federal service. Specialized experience includes: 1) leading the preparation and review of environmental compliance documents under the National Environmental Policy Act (NEPA), including categorical exclusions, environmental assessments, and/or environmental impact statements. 2) ensuring the appropriate application of laws, policies, and regulations related to the protection and management of natural, cultural, and wilderness resources, including the Clean Air Act (CAA), Clean Water Act (CWA), Endangered Species Act (ESA), Migratory Bird Treaty Act (MBTA), National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), and the Wilderness Act (WA), among others; and 3) performing site inspections and assessing issues and barriers to project development; and 4) recommending corrective and/or mitigation actions or procedures related to project development. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Clearance - Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
