Duties
As the Park's water/wastewater compliance expert, some of the duties you will perform include, but are not limited to:
Interpret and maintain documentation for compliance programs in the water and waste-water treatment, distribution, and collection fields.
Serve as the primary Point of Contact and coordinator for these regulatory records and actions for the park to the Governing Agencies such as the Department of the Interior, Office of Environmental Policy and Compliance (OPEC), Environmental Protection Agency (EPA), appropriate State agencies (Arizona and Nevada) and other Federal regulatory agencies as applicable.
Develop contract specifications, including scope of work and government cost estimates for projects. Prepare and manage contracts for compliance-related work as well as Water and Wastewater systems related work.
Execute water quality and sampling compliance program.
Meticulously maintains databases and hard copy files of environmental programs and procedures.
Represent the Service's position on issues involving environmental policies and procedures as related to area of divisional responsibility.
Provide technical support to engineering staff, consultants, contractors and other agency personnel relative to environmental, regulatory, and health or process control aspects of various facilities during contracting, design, construction, early operation and troubleshooting.
Duties will be developmental in nature when filled below the full performance level.
Lake Mead National Recreation Area, America's largest reservoir, was created by the construction of the Hoover Dam. With more than 750 miles of shoreline, you can enjoy a day at the beach, take a boat out and disappear for hours or nestle into a cove to try to catch a big one. Located in the western part of Lake Mead National Recreation Area, Boulder Bay stretches more than a mile along the shoreline of the Boulder Basin of Lake Mead. Boulder Beach has access to many recreation opportunities. Boulder Beach, Special Events Beach, Canoe/Kayak Beach, and PWC Beach are 1-2 miles away where you can kayak and jet ski. To explore the park on land, the River Mountains Loop Trail passes right by the campground. This paved trail is more than 30 miles long and leads to the Historic Railroad Trail. Boulder City is a short drive from the Las Vegas Metropolitan area.

Physical Demands: Work is primarily sedentary in an office environment but requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Will be required to climb ladders on water tanks up to 30 feet in height, as well as enter confined spaces.
Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot and dry weather extremes; and flights in small aircraft, including helicopters.
Qualifications
All qualifications must be met by 11:59 PM EST when the 'applicant cut-off' is reached (which may be sooner than 08/22/2023)
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
GS-09 grade level: To qualify, you must possess one of the following minimum qualifications:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: analyze the environmental, water, and wastewater sampling program and biosolid sampling and disposal; assist in the development of environmental assessments in accordance with the National Environmental Policy Act (NEPA); assist in drafting, editing, revising, and issuing environmental compliance documents; assist in development of contract specifications; maintain reporting requirements for discharge to groundwater and surface water, energy efficiency, and recycling. You must include hours per week worked.-OR-
EDUCATION: Successful completion of at least 2 years of progressively higher-level graduate level study, a master's, or equivalent graduate degree in directly related field. Note: You must submit copies of your college transcript(s) with your application. -OR-
Successful completion of a COMBINATION of education and experience as described above. NOTE: Only graduate education in excess of 1st year is creditable when combining. For example, six months of the specialized experience described above (50% of the experience requirement), and 27 semester hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). Note: You must submit copies of your college transcript(s) with your application and include hours per week worked.
GS-11 grade level: To qualify, you must possess at least one of the following minimum qualifications:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: manage and execute a comprehensive water and wastewater sampling program; serve as an advisor to management in the areas of planning and compliance relating to water and wastewater program; serve as water and wastewater compliance expert as the primary point-of-contact for regulatory records and actions; manage contracts for compliance-related work; prepare compliance reports, proposals, environmental assessments on proposed operations ensuring compliance with applicable policies and regulations including National Environmental Policy Act (NEPA). You must include hours per week worked.-OR-
EDUCATION: Successful completion of at least Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M. if related in directly related field. Note: You must submit copies of your college transcript(s) with your application. -OR-
