Duties
This position serves as the Assistant Director over the victim and witness portfolios in the Legal Programs Office of the Executive Office for United States Attorneys (EOUSA). The Legal Programs Office is responsible for providing management support, assistance and advice, and policy guidance regarding legal process and procedures for the United States Attorneys in a variety of program areas, including: affirmative civil enforcement, appellate, asset forfeiture, bankruptcy, border and immigration, child exploitation, civil defensive litigation, civil rights, cybercrime, eDiscovery, financial litigation, health care fraud, human trafficking, narcotics, Native American issues, victim witness, violent crime, and white collar crime. Legal Programs coordinates all aspects of these programs, including training, funding, legislation, administration, outreach, and programmatic assessment. Legal Programs also develops and promotes policies and procedures to improve the effectiveness of these programs and serves as a resource for the United States Attorneys' offices (USAOs) on legal and administrative issues affecting the programs. In addition, Legal Programs provides advice and support for various subcommittees and working groups of the Attorney General's Advisory Committee of United States Attorneys. Duties include:
Oversight and management of critical victim and witness federal legal programs that are nationwide in scope and support and promote the goals and objectives of EOUSA, the USAOs, and Department of Justice.
Responsible for planning, coordinating, implementing, and overseeing all activities of the Victim - Witness Legal Programs Staff.
Exercise a broad range of supervisory responsibilities over a staff of senior attorney advisors and professional staff responsible for carrying out the functions of the program.
Provide legal, programmatic, and policy advice and assistance to the Director, Deputy Directors, and Chief of Legal Programs concerning legal program issues of consequence to the USAOs.
Develop EOUSA and Legal Programs guidelines concerning relevant legal program areas.
Serve as a key attorney in assigned legal program areas for EOUSA and for the USAOs and supervise the drafting and development of interpretative and administrative rules, regulations, policies, procedures, and other guidance in assigned program and areas of law.
Supervise development of pertinent portions of the Justice Manual and United States Attorneys' Policies and Procedures. Supervise drafting of legislative proposals and provide expert advisory services for pending legislation.
Develop overall program strategy and provide technical guidance to attorneys and professional staff in legal and programmatic matters.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a United States Citizen or National.
- Initial appointment is conditioned upon a satisfactory preemployment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- J.D. degree and active member of the bar (any U.S. jurisdiction) required.
Qualifications
Required Qualifications: Applicants must possess a J.D. Degree, be an active member of the bar (any U.S. jurisdiction), and have at least 4 years post-J.D. legal or other relevant experience to qualify for the GS-15 level.
Preferred Qualifications: The ideal applicant would have experience and familiarity with the Department of Justice's and/or the USAOs' work, role, and statutory responsibilities pertaining to victims and witnesses, including knowledge of specific funding, outreach, administrative and technical activities, and training in the victim witness area.
United States citizenship is required.
