Duties
-Serves as a staff advisor to the Regional Human Resources Officer (HRO), regional and field office management officials, and human resources specialists on all aspects of the labor relations, employee relations, performance management, administrative wage schedules, suitability/background investigation adjudication, medical monitoring program, and employee development of the Missouri Basin Region.
-Establishes, administers, and oversees a comprehensive employee relations program, providing advice, guidance, and direction to MB Region supervisors and managers on issues of discipline for reasons of misconduct and performance problems, investigating alleged issues of misconduct when requested, and providing the forum for dispute resolution and representing the agency through various third-party processes.
-Represents the Region either personally or through team members or management officials in prosecution of all adverse and/or performance-based actions including coordination and leadership of actions through appropriate appellate procedures.
-Provides overall guidance and direction in all grievances under the administrative grievance procedure.
Qualifications

GS-13:
One year of specialized experience equivalent in responsibility and scope to the GS-12 grade level in Federal service which includes: overseeing employee/labor relations programs; providing advice, guidance, and direction to supervisors and managers on employee/labor relations issues (i.e. misconduct and performance); providing direction and advice in the processing of grievances; participating as a spokesperson in negotiation meetings involving employee/labor relations; and providing direct supervision to a team of human resources professionals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
