Duties
Provides guidance and assistance to management and employees on employee and labor relations matters.
Assists supervisors and managers in resolving employee/management relations and recommends appropriate courses of action.
Assists supervisors and managers by dealing with employee and union grievances, unfair labor practices, interpretation of negotiated agreements and decisions of the Federal Labor Relations Authority.
Advises on grievances and appeals, adverse actions, employee discipline, performance evaluation, sick leave, employee motivation/morale, and harassment and discrimination complaint issues.
Advises employees on issues beyond the scope of solution at supervisory levels. Advises both management and employees during discipline and adverse actions.
Prepares disciplinary actions, ensures compliance with requirements, and recommends alternate actions as necessary.
Qualifications

GS-11:
To qualify at the GS-11, you must possess one year of specialized experience equivalent in responsibility and scope to the GS-09 level in Federal service which includes: providing advice to management and employees on a wide variety of laws, regulations, and processes associated with labor and employee relations; research and interpretation of Federal laws and regulations regarding disciplinary and adverse actions; interpreting labor-management agreements in private or federal sector; and assisting with negotiations.

You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-12
To qualify at the GS-12, you must possess one year of specialized experience equivalent in responsibility and scope to the GS-11 level in Federal service which includes: providing technical advice to all levels of management and employees on a wide variety of labor and employee relations matters; representing management in dealings with union officials, appeals, and multiple third party actions; applying conflict resolution techniques to resolve highly charged ER/LR situations; developing and conducting ER/LR training; and participates in the development of contract negotiation proposals and strategies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
