You will serve as a Cyberspace Workforce Program Manager (CWF-PM) in the Information Technology Program Director's Office of COMNAVREG MIDLANT NORFOLK.

Duties

You will administer and monitor compliance of programs, which address IA operations and readiness. You will accomplish technical, analytical, and advisory functions pertinent to the development of Regional policies, plans, and processes covering the Regional IT program and ensuring IT compliance with higher authority policies and guidelines. You will monitor all CWF training and qualification compliance for CWF personnel to review results and implement mitigation strategies to correct any deficiencies/findings noted. You will manage all aspects of information assurances (IA) and the development, implementation, interpretation, accreditation, risk management, and maintenance of IA policies and plans. You will provide advice and guidance pertinent to the IA program guides and Standard Operating Procedures (SOPs).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, planning, scheduling, and estimating resources required for IT project management; 2) Planning principles, concepts, methods, and standards to provide expert technical advice, guidance, and recommendations regarding critical IT and Information Assurance issues; 3) Leading security/policy and planning systems development projects; and 4) Communicating orally and in writing for preparing and presenting briefings to senior management officials on complex IT issues. Your experience must reflect skill in the following areas: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzing facts, gathering data, and drawing conclusions to devise solutions to problems. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Communicating information, determining IT system security requirements, and coordinating work processes with problem resolution to provide transparency and awareness to any individual impacted by policy and guidance changes. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Coordinating continuously with regional IT program managers/customers, and preparing and presenting briefings to senior management officials and other echelon commands on complex IT issues. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Devising solutions to problems which will increase the effectiveness of regional IT security systems while identifying emerging security/policy and planning technology and their application to regional business processes.
