You will serve as a SUPERVISORY TRAFFIC MANAGEMENT SPECIALIST in the Navy Household Goods/Personal Property Processing Office of NAVSUP FLC YOKO REG.

Duties

You will provide personal property entitlement counseling services including assistance in processing loss and damage claims for all uniformed service members and DPD civilian personnel located in Guam. You will arrange for the authorized pickup, packing, shipment, storage, delivery, and unpacking of personal property, and the shipment of Privately Owned Vehicles. You will be responsible for the efficient and economical transportation and storage of personal property using government contracted carriers. You will assist with the shipment of personal and household goods during permanent change of station, separation, retirement, or TDY. You will be responsible for managing the workload and performance of the staff assigned. You will provide technical guidance and direction on routine, procedural situations or requirements.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Engaging with others in face-to-face interactions and skilled customer relationships. 2) Using computer and automation systems of various types. 3) Performing work related to transportation processing, informing clients of entitlements, shipment, receipt, delivery, or storage of personal property for clients. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience that equates to one year of experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
