You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the NMCPAC EAD UNIT GUAM ofNMCPAC EAD UNIT GUAM .
Duties
You will be responsible for carrying out program planning, program evaluation, and technical advisory assignments requiring judgement in the application of knowledge of traffic management principles and technical traffic functions.
You will perform independent analytical studies to eliminate existing problem areas while perfecting and developing new management information to enhance traffic management efficiency, and maximum economy of operation.
You will study and analyze problems involving traffic management operations and programs, and propose solutions based on sound judgement and technical considerations.
You will determine the carrier and compares costs in order to select the most efficient, economical, or expeditious method of shipment for motor, air, or freight forwarded for the movement of explosives, other hazardous materials and inert items.
You will be responsible for classifying commodities on domestic and export shipments moving commercially by air, water, and/or motor.
You will arrange transportation services for all shipments, including accessorial services.
You will prepare Bills of Lading and other required shipping documents; maintains all required transportation records including detention/demurrage documentation; submits reports as required.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- May be required to obtain a VISA dependent on the overseas country's laws/regulations.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal serviceor equivalent experience in the private sector such as: Performing analytical studies independently to eliminate problem areas to enhance traffic management efficiency, and maximum economy of operation AND Determining the carrier and comparing costs in order to select the most efficient and economical, or expeditious method of shipment, for motor, air, or freight forwarded for the movement of explosives, hazardous material, and inert items.

Education
In lieu of specialized experience, you may be minimally qualified by having the following education or combination of both:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B or J.D. if related
