Duties

Serving as a Lead Law Enforcement Specialist (Marine Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Marine Training Branch (MTB), Driver and Marine Division (DMD), Core Training Operations Directorate in Glynco, GA. The primary purpose of this position is to serve in a Lead capacity over a group of Law Enforcement Specialists (Marine Instructors) involved in planning and conducting and/or field instruction sessions as part of the DMD/MTB training program. Typical duties include: Serving as a lead instructor, subject-matter expert, and program/course developer in the assigned course areas of law enforcement. Conducting advanced export training (off-site) at other Federal, state, and municipal facilities around the country and international sites on an as-needed basis. Monitoring progress of students, documenting results and recommending remedial and corrective action to include additional training and changes in training or operational procedures and instructions. Using life experiences from law enforcement to enhance course content and respond to student questions. Exercising a high degree of judgment when interjecting personal experiences into the structured training program to supplement and expand instruction while staying within the content of the lesson plan. Leading and/or participating in ad hoc committees made up of representatives of FLETC and other agencies concerned with law enforcement operations training policies and academic requirements. Directly responsible for training requirements that effectively mesh between programs and courses without conflict in training objectives and ensure consistent program delivery. Requirements

  • Current FLETC employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
  • Bargaining Unit: This is a bargaining unit covered position, represented under the National Treasury Employees Union (NTEU).
  • You must possess and maintain a valid state issued driver's license to conduct official government business.

  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • You must be able to meet job-related medical and/or fitness standards. Subject to an annual physical examination that measures visual, hearing, and physical acuity.
  • You must possess and maintain a valid driver's license to conduct official government business.
  • You must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of of employment.
  • You must have been certified as a vessel operator with a law enforcement agency or possess a U.S. Coast Guard/Merchant Mariner license.
  • This position is eligible for situational-only telework based on agency policy.
  • You must be able to obtain and maintain SCUBA and Life Guard certification depending on the training course taught.
  • You must pass a physical vessel skills assessment. The vessel skills assessment will include maneuvering away from and around a dock. You must complete the assessment with 70% or greater accuracy.
  • You must pass a physical vessel skills assessment, correctly power a vessel up to planning speed, properly correct the trim, safely complete a 180 degree turn while on plane.
  • You must pass a physical vessel skills assessment, respond correctly to a pending chine dig or haul slip.
  • You must pass a physical vessel skills assessment, bring a vessel to a safe and quick stop, properly adjust a radar and chart plotter.

Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR- B. Have held a federal civilian position in the 1801 occupational series. -AND- Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level in the Federal government, performing duties such as: Leading/overseeing/performing maritime driver training instructional duties (evaluating other officers/agents) and course development. OR Leading/overseeing/performing the research, development, modification, and instruction of basic and advanced law enforcement training curriculum in the driver topical areas to include: chart interpretation; electronic navigation; piloting and dead reckoning; vessel intercepts, vessel pursuits; boarding tactics; and maritime security zones. -AND- Must have been certified as a vessel operator with a law enforcement agency or possess a U.S. Coast Guard/Merchant Mariner license. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current FLETC employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988. Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) .Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
