This position serves as the primary timekeeper for the Office of Patient Care Service - Nursing Business Operations, which supports timekeeping for various work areas at the Department of Veteran Affairs (VA) Southern Nevada Healthcare System (VASNHS).
Duties

Major duties and responsibilities include:
Functions independently as the time and leave clerk/advisor on all matters concerning time and leave records for employees with the Office of Patient Care Services (OPCS).
Provides advisory and technical assistance to staff and management regarding time and leave regulations and policies, as well as records preparation and processing procedures.
Looks for delays or problems in processing of time and leave records, and as appropriate, reviews the case, determines the problem or bottleneck, and initiates corrective actions to expedite the processing.
Ensures accuracy, completeness and conformance in time and leave record processing with the Federal and VA Regulation, and VA Southern Nevada Healthcare System (VASNHS) policies and procedures.
Retrieves Time and Attendance from AcuStaf and accurately records the information into VATAS/GovTA.
Acts as a liaison with the Payroll Section, fiscal service and other areas within the VASNHS.
Interprets and applies regulations regarding appointment entitlement, leave earnings, charges of leave, posting legal holidays, leave without pay, advanced sick leave, compensatory time, leave transfer program, authorized absence, court leave, military leave and leave in conjunction with travel, and determines appropriateness of hours being charged and types of special pay.
Utilizes the VATAS/GovTA and AcuStaf timekeeping program/system and word processing to independently prepare reports, monitors and analyzes pay period exceptions, employees on Family Medical Leave Act (FMLA), jury duty, annual leave, sick leave, overtime/compensatory time for approximately 1500+ employees resulting in accurate leave status for nursing leadership and Fiscal Services to assure employee pay and leave statuses are accurate.
Maintains files of timekeeping records via the usual office files and/or computer files and assures all timekeeping records are accessible to Fiscal Service staff for periodic audits.
Answers telephones, provides information and/or refers to the appropriate person and monitors stock levels of specific office supplies.
Performs other duties as assigned.
Work Schedule: Monday-Friday 7:00am-3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
You may qualify at the GS-05 level if you fulfill one of the following qualifications:
-Specialized Experience: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position To be creditable, this experience must have been equivalent to at least the GS-4 grade level in the Federal service. Specialized experience includes: providing advisory and technical assistance to staff and management regarding time and leave regulations and policies; ensuring accuracy, completeness, and conformance in time and leave record processing; entering and retrieving data within a computerized timekeeping, personnel and/or accounting system; and maintaining files of completed time schedules, documentation for leave, etc.

-Education: Successful completion of 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (TRANSCRIPTS REQUIRED)
-OR-
-Combination: Equivalent combinations of education and specialized experience (as described above) to meet the requirements at the GS-5 level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED)

TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is sedentary. Typically, the incumbent sits comfortably to do the work, most of which is computerized. However, there may be some walking, standing, bending, carrying light items such as papers, books, small parts, etc. No special physical demands are involved performing the work.
