The incumbent serves as a Timekeeper within the VA Southern Nevada Healthcare System (VASNHS) for the Office of Patient Care Services (OPCS) Nursing Business Operations. The incumbent functions independently as a member of Office of Patient Care Services; the incumbent
reports to the Administrative Officers (AO) for Nursing Business Operations.
Duties
Function independently as the time & leave clerk/advisor on all matters concerning time & leave records for employees within OPCS.
Provide advisory & technical assistance to staff & regarding time & leave regulations & policies.
Ensure accuracy, completeness, & conformance in time & leave record processing with Federal & VA Regulations, VASNHS policies & procedures.
Advises and is resources individual for the VASNHS administrative staff on matters relating to Time and Leave record processing.
Retrieves Time and Attendance from AcuStaf and accurately records the information into VATAS/GovTA.
Responsible for the notification of changes in employee benefits whenever an employee changes status (e.g., full time to part time) to the management official and the employee.
Acts as a liaison with the Payroll Section, fiscal Service and other areas within the VASNHS.
Responsible for posting, examining, computing and balancing hours on the time and leave records.
Incumbent interprets and applies regulations regarding appointment entitlement, leave earnings, charges of leave, posting legal holidays, leave without pay, advanced sick leave, compensatory time, leave transfer program, authorized absence, court leave, military leave and leave in conjunction with travel.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of varied and advanced functions of office automation software and software functions to
produce a wide range of documents that require complex formats. (This experience must be well documented in your resume.). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

Physical Requirements: Typing and recording functions of timekeeping duties are sedentary. Timekeeping functions include an extensive amount of walking to units within the Medical Center and the Nursing Service Office.
