Duties

This position serves as a Legal Administrative Specialist for the Division of Lands and Minerals, Branch of Lands and Realty in the Utah State Office. Serves as primary point of contact for the BLM Utah State Office and Field Office staffs on all public land records issues and records automation. Manages all Utah land status records: Master Title Plat (MTP), Use Plats and Supplemental Plats, Historical Index (HI), Control Document Index, and Index to Miscellaneous Documents. Evaluates legal instruments (deeds, permits, Execute Orders, etc.) to make a final determination as to the type or lack of a real property interest to be noted or not noted to the land status records. Utilizes AutoCAD and GIS mapping software to add new realty actions to the MTP/HI, ensuring accurate representation of land features and changes without involving complex platting across multiple areas. Provides training and instruction on BLM Manual 1275 drafting and terminology standards. Updates training materials to reflect current technology, personnel needs, and industry practices.

Qualifications

To qualify at the GS-09 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of a Legal Administrative Specialist. Qualifying specialized experience includes: assisting with updates to all land status records; utilizing AutoCAD and GIS mapping software; and aiding in reviewing proposed entries to the MTP/HI. OR Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree or LL.B. or J.D. in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Legal Administrative Specialist. Qualifying specialized experience includes: utilizing hardware/software to scan, index, store, and/or retrieve images; utilizing AutoCAD and GIS mapping software; and reviewing and approving corrections to the MTP/HI. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree or LL.M. in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The Work Requires long periods of sitting and repetition of sitting at a personal computer workstation, entering, and editing data, working with staff and intense concentration, and negotiating at meetings. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Position may require occasional travel.
