This a National Guard Title 5 Excepted Service Position. This National Guard position is for a Permanent GS-1102-07/09/11 CONTRACT SPECIALIST (TITLE 5), Position Description Number T0050000/T0049000/T0048000 and is part of the MO United States Property and Fiscal Office. This is a non-bargaining unit position.

Duties

Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances and determines the sources to be solicited. Determines appropriate method of procurement using a wide range of contracting methods and contract types. Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyzes contracting issues and recommends best course of action. Performs acquisition planning with program manager/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee. Procures a wide variety of services, commodities, and/or construction. Contracts assigned may contain a variety of unique attributes such as special handling provisions or other specialized terms and conditions, unfavorable market conditions, and limited competition or sole source requirements. Executes post-award contract performance management actions on assigned contracts. Monitors and evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. Makes field site visits to detect and/or correct labor standards violations. Takes appropriate action to expedite delivery or performance when required by mission changes, monitors the contractors' use of government-furnished property inventories, and issues change orders as necessary. Obtains additional funds or de-obligates funds, as required. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Performs other duties as assigned.

Requirements

  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The incumbent must obtain and maintain secret security clearance.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE: Must possess experience supporting competencies in business, finance, risk management, project management or supply chain management that included competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. GS-07 SPECIALIZED EXPERIENCE: Must possess at least one year of experience that provided the ability to collect and analyze data and assist in business management, financial management, project management. risk management or supply chain management GS-09 SPECIALIZED EXPERIENCE: Must possessone year of experience in contracting at the GS 07 grade level or equivalent that provided exposure to the full scope of contracting and acquisition and a working knowledge in one of more of the following areas: Knowledge of contracting authority and responsibility Contract Principles and knowledge of the Federal Acquisition Regulation Contractor responsibility standards Regulatory compliance Knowledge of Federal supply schedule contracting Knowledge of acquisition definitions and applicability GS-11 SPECIALIZED EXPERIENCE: Must possess one year of experience in contracting at the GS 09 grade level or equivalent that provided the ability to perform work in the following areas as applicable to the position being filled: Pre-award of contracts related to development of a solicitation Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers Award of contracts that includes forming a contract Post-Award actions to administer the contract This position may be filled at the GS-07 or GS-09 trainee grade or the target grade of GS-11. An applicant who is selected at one of the trainee grades will have potential for promotion to the target grade of GS-11 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner. As a condition of continued employment, all personnel selected must meet certification requirements, DAWIA Level I - Professional certification, within 36 months of placement in the 1102 series. ???????Applicants who meet one of the DoD Priority Placement Program categories below are eligible to apply with this preference. Education
