THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-1102-13 SUPERVISORY CONTRACT SPECIALIST (TITLE 5), Position Description Number T0046000 in SPMD 162E and is part of the MO United States Property and Fiscal Office, Purchasing and Contract Division.
APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position.
Duties
Exercises direct supervisory and personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required.
Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters.
Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities.
Reviews a diverse variety of requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current market practices and conditions.
Serves as a contracting authority and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters.
Prepares required documents to support solicitation issuance and reviews and advises less experienced specialists in the preparation of documents.
Determines appropriate method of procurement, contract type, and financing arrangements to fit special circumstances.
Reviews and may sign justification for limiting competition procurements.
Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering.
Devises special terms, provisions, clauses, and conditions applicable to the solicitation and contract as required.
Formulates negotiation strategies and identifies areas subject to negotiation (e.g., price, quantity discounts, packaging, payment discounts, transportation, and delivery).
Reviews and enters contractual information into a contract writing system software database.
Executes post-award contract performance management actions on assigned contracts.
Researches and recommends appropriate action for resolution of difficult problems or claims through interpretation of contract requirements.
Negotiates and prepares contract modifications including those caused by changes in technical requirements, in quantities, ordering unpriced options, and similar issues.
Serves as business advisor to a wide range of customers.
Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined.
Performs other duties as required.
Requirements
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
- Contracting certification must be accomplished IAW DoDI 5000.66.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant.
- The incumbent must obtain and maintain a secret security clearance.
Qualifications
GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.
GS-13 SPECIALIZED EXPERIENCE: Must have been awarded Level One, Defense Acquisition Workforce Improvement Act (DAWIA) Foundational Certification (or equivalent) and meet positive education requirement. Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions.
Education
BASIC EDUCATION FOR ALL GRADES: Must possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degree
The Basic Requirement stated above applies to those who initially entered -or- will enter the Dual Status Technician Program, GS-1102 positions, on or after October 1, 2000. Current dual status technician personnel , who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on or before September 30, 2000, are exempt from meeting the basic requirement.
