Duties
Inspect hydraulic deck-mounted cranes to assess maintenance and/or repair needs.
Inspect handrails on boats to determine if maintenance or repair is needed.
Repair broken boat walkways to prevent potential injury to passengers and workers.
Repair broken moorings to ensure boats can moor securely and prevent free movement of the ship on water.
Transport passengers in a government passenger vehicle to assigned destinations while following the state traffic laws.
Operate a deck mounted 10/20 ton capacity hydraulic knuckle boom crane to lift a chain link net or large debris onto the deck of a vessel or to transfer debris to a pier.
Operate a track-mounted hydraulic excavator to sort debris and load into disposal containers.
Scrape rust and flaking paint with hand held scrapers, hand pneumatic needle guns, and/or hand chipping hammers from the vessel's hull, interior, exterior, and superstructure to prepare a boat for painting.
Paint vessel superstructure, hull, interior, and exterior with pneumatic spray guns or paint rollers on a monthly basis to prevent the accumulation of rust.
Operate a winch to lift debris onto a drift collection boat.
Accurately administer and interpret the correct hand signals while operating a deck mounted hydraulic crane when all lifts in order to prevent harm or damage to people or property.
Rig a loaded net with debris to prepare it for removal from the water to the drift collection boat or transfer to debris dock.
Basic knowledge and understanding of US Coast Guard regulations; aids to navigation, navigation charts and devices relative to communication, tide, current, wind and weather conditions.
Interpret nautical charts in order to navigate ship to assigned debris removal areas.
Interpret the vessel stability and crane load charts to estimate the ship carrying capacity of debris that can be transported.
Follow standard operating procedures of drift collection under hazardous situations (e.g. oil spill, bad weather, turbulent water conditions, etc.) to ensure safety of self, crew, and cargo.
Interpret marine signals from other vessels on the water such as whistle/horn signals, flag signals, or light controlled signals to coordinate navigation paths with other vessels.
Follow standard safety protocols to include wearing the required safety equipment for scraping rust and flaking paint off boats to minimize potential injury and hazards resulting from dislodged metal flakes and pieces.
Maneuver pike poles while on a balancing on a floating craft to position floating debris into nets for removal.
Maintain visual attention to crane operating signals while it is in operation to prevent injury to self and others.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Drift Collection Worker Leader without more than normal supervision. I have experience as a journeyman in at least one of the following skills in the performance of maintenance and repair duties on electrical and mechanical equipment or attaching rigging to floating debris for removal, in accordance with established trade standards. I have performed administrative duties associated with leadership and employee management such as planning and prioritizing work under difficult schedules, maintaining production reports/records and assigning and evaluating work of other employees.- Failure to meet this Screen out Element will result in an ineligible rating.

PHYSICAL EFFORT: Exert strenuous physical effort in moving water-logged logs and other heavy and awkward floating objects; stand for long periods of time; handle pike poles; lift and hold lines; climb up and down steps, stoop and bend in performing maintenance work as well as in operations of debris collection, and lift and handle a variety of tools and equipment.
WORKING CONDITIONS: Work is performed in all kinds of weather. Incumbent is exposed to injuries from traffic collisions in navigation channels, especially during foggy weather. There is danger of drowning from slipping and falling overboard. Debris collected is oily, dirty, wet, and possibly contaminated (i.e., occasionally required to collect decomposed bodies found in the bay). Subject to bodily injury from debris falling out of nets; crushing by steel net against side of derrick boat and from revolving crane or during repair and maintenance tasks.
