The following are the duties of this position at the full working level.
Responds to all complex requests under the TFA, which requires in depth research and analysis to determine appropriate application of relevant regulations, policies, and case law and provides the final response to the requester. Such requests include TEFRA partnerships and other flow-through entities, Trust Fund Recovery Penalty (TFRP files), Innocent Spouse files, International and FBAR requests, and other voluminous requests where components of the request may be covered by multiple, varied, and/or overlapping guidelines and precedents.
Provides technical guidance and direction to internal and external customers on redaction matters. Provides assistance and promotes awareness of disclosure guidelines to Independent Office of Appeals. Reviews changes or updates in disclosure policies and regulations when required and advises Appeals staff of the impact of such changes.
Coordinates the release and non-release of information on all taxpayer requests for case files under the Taxpayer First Act with most of the case work involving complex cases. Independently analyzes and appropriately applies applicable laws and policies governing the disclosure of information; implements appropriate closing procedures and prepares the cover letter for the signature of the appropriate individual or management official.
Reviews case files to identify PII, legally privileged information, and other information to be withheld before arranging for the transmission of the redacted copy of the file to the taxpayer.
Uses scanning equipment and redaction software to prepare electronic copies of redacted case files. Prepares letters to transmit the redacted file to the taxpayer or authorized representative and physically mails or electronically transmits the materials to these parties.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Experience applying Disclosure Legislation, statutes, Internal Revenue Code Section 6103, the Privacy Act, Freedom of Information Act, Taxpayer First Act (TFA), the IRM, and/or other guidelines to effectively deal with the release or non-release of information on requests, and provide technical guidance direction ensuring proper Disclosure compliance. Experience using IDRS to effectively research and respond to basic questions or requests concerning the release of confidential information. Experience with analytical techniques used to resolve technical problems and issues where disclosure statutes and guidelines must be interpreted, and oral and written communication techniques to document case files, assist in the preparation of reports, and meet and deal with taxpayers and other customers.

EDUCATION:
You may substitute education for specialized experience as follows: Three (3) full academic years of progressively higher-level graduate education in any field of study from an accredited college or university OR PH. D or equivalent doctoral degree in any field of study from an accredited college or university. OR LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
