The primary purpose of this position RELIGIOUS EDUCATION SPECIALIST, GS-1701-09 is to perform under the general supervision of the Installation Chaplain. Responsible for a comprehensive religious education program for children, youth and adults.
Duties
-Advise the Installation Chaplain regarding Religious Education and Youth Ministry Programs.
-Identify and align administrative and logistical support for all Religious education ministry needs to include but not limited to: Sunday Schools, Youth & Adult Bible Studies, and any and all programs/events requiring religious education.
-Recruit volunteer workers, coaches and train volunteers to promote effective mission accomplishment for all phases of the religious education and youth ministry program.
-Create religious education program/event advertisements and promote activities via the Chapel's Facebook Social media page.

- INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A APPROPRIATE LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
- Master’s Degree in Education with 24 hours coursework in Religious Education is highly desired.
- Work schedule may require other than normal duty hours for planning, training, activities over lunch, as well as Saturday and Sunday religious service related activities.
- This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
- Persons assisting Chaplains including Chaplain Assistants and Chapel office staff are bound by the same constraints of confidence and privilege as are Chaplains.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Education and Training Series 1701 IOR & Professional and Scientific Positions Qualification Standards.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have completed 2 years or progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in education or in a subject-matter field appropriate to the position. NOTE: You must submit copies of your unofficial transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have a combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study.
AND
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-07), pay band or equivalent. Specialized experience is described as assisting as a liaison with class leaders to effectively facilitate the execution of ReligiousEducation and youth programs; and/or helps to provide religious education, spiritual renewal, training to congregational laity and public relations to support assigned personnel.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Ability to apply the knowledge, principles, methods and regulations for the operation of the religious education program.
2. Ability to recruit volunteers for all phases of religious programs and provide appropriate training as required.
3. Ability to access information and is knowledgeable in working with a personal computer and software programs that include Microsoft Word, Powerpoint, Excel, Adobe, and Publisher. In addition, be able to learn how to navigate Shared Drive, and other networking platforms used by the Chapel, to include video/teleconferencing technology.
4. Ability to communicate effectively both verbally and in writing. Excellent writing skills are a must.
5. Interpersonal skills, ability to relate well with a wide range of children, youth and adults.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Info:
-Total maximum hours for this position requires (30) hours per week. A weekly office work schedule will be coordinated with the Installation Chaplain to ensure program coordination. Flexibility of schedule is understood and authorized upon Installation Chaplain approval only.
-This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required. DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any
person selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
PHYSICAL EFFORT: The work is mostly sedentary. No special physical demands are involved. There may be some walking, standing, bending, or carrying of light items.
WORKING CONDITIONS: The employee works in an adequately lighted and ventilated office environment. Observes normal safety precautions.
