The primary purpose of this position is to accomplish work through the technical and administrative direction of others, including work assignment, work review, leave approval, performance standards and rating recommendations. Assists the Child Development Director and to act in the capacity of the director in his/her absence.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Assists training specialists with developing age-appropriate activity for children 6 weeks through 6 years of age.
Schedules all staff for duty, leave, and training to ensure compliance with required ratios during all hours of operation and ensures schedule is posted at least seven days in advance.
Ensures proper maintenance of financial and food program records through administrative clerk staff.
Directly supervises cooks and food service workers.
Ensures caregivers are scheduled for annual updates of food handler cards and for required medical certifications.

- Incumbent must complete additional training requirements including CPR/First Aid and rescue breathing, customer service, ServSafe and other annual training requirements.
- Must possess maturity and judgment, and be capable of handling complex situations and emergencies common in dealing with small children in a child development center environment.
- Works an uncommon tour of duty to include evenings, early morning, and weekends.
- Work involves physical exertion such as standing, walking, lifting up to 40 lbs (small children or center supplies), and some involvement in all aspects of the center and playground area arrangements and maintenance.
- This position is a child care/youth services position and is subject to background checks in accordance with AFI 34-144, Child and Youth Programs
as a condition of employment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Education and Training Series 1701.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of child development theory, methodology and practices relating to physical, intellectual, social and nutritional development.
2. Knowledge of child development regulatory requirements, policies and practices.
3. Skill in counseling and advising day care providers and parents through assessment of training needs.
4. Skill in determining the qualifications and suitability of child development program staff.
5. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies, based on analyzing data and circumstances.
6. Ability to communicate effectively orally and in writing.
7. Ability to establish effective working relationships with others.
8. Ability to interpret public law, policy, and DoD/MAJCOM directives related to Child development programs.
9. A knowledge of personnel management principles, practices and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
