The primary purpose of this position is to serve as an Air Force Cybersecurity, Cyber-operations, Communications and Information Tech Plans, Programs, Budget, and Execution program analyst. ???????US Air Force Headquarters, Air Staff, Cyberspace Operations and Warfighter Comm Directorate, Resources Division AF Pentagon, Wash D.C.

Duties

Applying Air Force military space/cyberspace operations expertise, develops, interprets, and implements policies and procedures to provide planning, programming, budgeting, and execution guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major Air and Space Force missions and operational plans. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans. Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, related to qualitative and/or quantitative methods for the assessment and improvement of Air Force Cybersecurity, Cyber-operations, Communications and Information Technology (3CIT) strategy and other programs in support of developing Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force Cybersecurity, Cyber-operations, Communications and Information Technology (3CIT) strategy and other programs in support of developing Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents. 2. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBE process supports them. 4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Headquarters level Planning, Programming, Budgeting & Execution (PPBE) oversight posturing the Air Force 3CIT portfolio to enable and conduct major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; SpaceTesting, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, acquisition, special operations, or similar operations. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively, both orally and in writing; negotiates complex issues; establish and maintain good working relationships with key individuals/groups outside the immediate work unit and advises others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
