The incumbent will serve as the Deputy Regional Administrator for the Philadelphia, Pennsylvania Regional Office. This position is outside the bargaining unit.

Duties

For: GS-0301-14 Provides support for Regional Administrator in his/her participation as member of ASVET senior management staff in developing overall strategic vision of VETS employment and training goals and objectives. Assists Regional Administrator in providing leadership for the planning, development, implementation and modification of VETS regional programs and activities to meet the requirements and objectives of the VETS Strategic Plan, Performance Budget and national office requirements. Joins Regional Administrator in working closely with national program officials in the formulation of field policies, programs, goals, objectives, operating plans and procedures that serve to maximize the agency's ability to meet annual and long term performance goals. Participates significantly in the evaluation of regional VETS programs and activities for their compliance with Federal laws, regulations, policies and program procedures, and for their ability to meet performance goals and target indicators. Carries out such typical duties and responsibilities of a first level supervisor in DOL as establishing goals, objectives and plans for staff; determining priorities and planning the work to be performed; ascertaining the resources needed for the accomplishment of the work; evaluating work performance of subordinates; giving advice, counsel and instruction to employees, and hearing and resolving complaints from employees; coordinating work activities with other organizations in the region. Works with Regional Administrator to develop resource implementation plans, including regional budget plans, to accomplish regional goals in support of the VETS performance budget. Participates in the establishment of systems and methods to ensure proper resource management for assigned regional activities. Participates with Regional Administrator in establishing regional policies and procedures for veterans' employment, reemployment and training programs in DOL based on National Office policies and priorities. Participates in monitoring effectiveness of all VETS program activities in the region and acts to correct deficiencies, modify activities and implement new programs and initiatives in conformance with VETS performance management system.

Requirements

  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify for this position, specialized experience includes demonstrating knowledge or experience in labor management and equal employment opportunity (EEO) principles, along with at least four of the following: Providing strategic leadership that supports and advances an EEO/labor law compliance or grant program. Leading an EEO/labor law compliance program(s), including optimizing the efficiency and effectiveness of the program(s). Planning, assigning, and evaluating the work of others. Planning, directing, executing, and making final decisions related to the day-to-day operations of a large program. Reporting and driving results for program performance.
