The Dayton, Ohio Veterans Affairs Medical Center is recruiting for a well-qualified Advanced Medical Support Assistant, for Patient Business Service's Community Care Coordination Unit. The primary function of this position is to provide support with the administrative and clerical operations of all Community Care consults, and coordination of all activities for Community Care.

Duties

Duties include, but are not limited to: Interviewing applicants and family members to elicit and provide information to determine eligibility and substantiate legal entitlement. Acting as the Liaison between the three other VAs in VISN 10 for Inter-Facility consultations and other specialty appointments at the Dayton VA. Responding to inquiries via Inter-Facility consults for clinical appointments, receives and handle telephone inquiries from numerous sources concerning authorization, consult status of Community Care, and patient transfers. Utilizing advanced skills working in Microsoft Excel. Maintaining strong skills in the enrollment/registration package. Registering the Veterans into the Dayton database in VISTA. Serving as the administrative point of contact in the request, coordination, and authorization for referrals to the community for non-VA care. Assisting with the counsel of beneficiaries on application procedures, entitlement factors, and changes to entitlement that might initiate or alter benefits. Reviewing all Community Care consults for completeness of information. Identifying questionable patterns or trends noted or suspected such as inappropriate referrals for non-VA health care and makes recommendations for corrective action. Performing entitlement work related to the examination of the Community Care consults for administrative appropriateness. Using skills in establishing and maintaining effective working relationships with in-house professional staff, Non-VA care providers, and medical staff at outside VAs. Understanding rules of scheduling. Preparing correspondences for the purpose of obtaining or supplying information. Answering, screening and prioritizing telephone call in a courteous and professional manner, serving as a point of contact for patients, medical center staff and other community agencies; demonstrating proper telephone etiquette. Communicating both orally and in writing with people of various backgrounds. Managing accurate appointments and coordination of all administrative information between the professional staff and the patient. Demonstrating ability to provide clear, understandable and correct information to internal and external customers. Providing and accepting written and/or oral communication to and from professional staff regarding patient concerns. Using working knowledge of policies, regulations and procedures regarding Veterans healthcare programs, patient eligibility, and inpatient and outpatient processes. Demonstrating technical competency in the use of the VISTA and CPRS systems. Utilizing the Pre-registration menu option to validate the accuracy of enrolled patient database; validation of data includes patient demographics, health insurance information, income assessments for the Means Test and Pharmacy Co-pay Exemption Programs as mandated by law. Sending, receiving and/or processing sensitive information and reports in accordance with established procedures. Protecting data from unauthorized release or from loss, alteration or unauthorized deletion, and following applicable regulations and instructions regarding access to computerized files. Duties as primary and/or back-up timekeeper for the NVCC Unit. Collecting, compiling, and/or tracking of data in support of the organization's program operation. Qualifications

BASIC REQUIREMENTS Citizenship. Citizen of United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens Experience and Education. Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates ability to acquire particular knowledge and skills needed to perform duties of position; OR Education. One year above high school; OR Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. c. Certification. None required. Grandfathering Provision. All MSAs employed in VHA in this occupation on effective date of this qualification standard are considered to have met all qualification requirements for title, series, and grade held, which are part of basic requirements of occupation. For employees who do not meet all basic requirements required in this standard, but who met qualifications applicable to position at time they were appointed to it, the following provisions apply: (1) Such employees may be reassigned, promoted, or changed to lower grade within occupation. (2) Employees who are appointed on temporary basis prior to effective date of qualification standard may not have their temporary appointment extended or be reappointed, on temporary or permanent basis, until they fully meet basic requirements of standard. (3) If an employee who was converted to Title 38 hybrid status under this provision leaves occupation, employee loses protected status and must meet full VA qualification standard requirements in effect at time of reentry to occupation. Foreign Education. To be creditable, education completed outside U.S. must have been submitted to private organization that specializes in interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs. Physical Requirements. Please see below. English Language Proficiency. MSAs must be proficient in spoken and written English GRADE REQUIREMENTS. Creditable Experience Knowledge of MSA Practices. To be creditable, experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities or an equivalent administrative patient support role in non-VA medical inpatient or outpatient setting. Experience satisfying this requirement may be paid/non-paid employment as an MSA or an equivalent position in non-VA hospital or clinic setting. Quality of Experience. Qualifying experience must be at level comparable to MSA experience or equivalent administrative clinical support role in non-VA medical inpatient or outpatient setting at next lower grade level. For all assignments above full performance level, higher-level duties must consist of significant scope, administrative independence, complexity (difficulty), and range of varieties as described in this standard, at specified grade level and be performed by incumbent at least 25% of time. Part-Time Experience. Part-time experience as an MSA or equivalent administrative patient support in non-VA medical inpatient or outpatient setting is creditable according to its relationship to full-time workweek. For example, an MSA employed 20 hours a week, or on 1/2-time basis, would receive one full-time workweek of credit for each two weeks of service. Grade Determinations. In addition to basic requirements for employment listed in paragraph 3 above, the following education and experience criteria must be met when determining grade of candidates: Medical Support Assistant (Advanced), GS-6 Experience. One year of experience equivalent to GS-5 grade level. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all KSAs below: Ability to collaborate and communicate with wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met. Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations. Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns. Advanced knowledge of technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in community models and patient health care portals) as it relates to access to care. Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc. Advanced knowledge of medical terminology due to technical nature of language utilized by clinicians. Full performance level of this vacancy is GS-6. Physical Requirements: Work is mostly sedentary; some periods of walking, bending, lifting or carrying of work related items.
