The incumbent provides support to the NIA (National Institute on Aging) Ethics Coordinator. As such, the Ethics Specialist both carries out the activities of the NIA Ethics Office and supports management of the overall NIA ethics program, with primary responsibility for planning, administering, and implementing the Ethics Program and for ensuring that it is carried out in accordance with applicable ethics regulations and statutes.

Duties

As an Ethics Specialist, the incumbent provides advice and guidance to NIA staff concerning both routine and complex ethics issues. Assists in gathering data, researching applicable laws, statutes, executive orders, Standards of Ethical conduct, and agency policy to ensure applicable guidance is provided to employees. Assists in responding to official requests for information on complex ethics issues. Contributes to various projects and initiatives as needed for the office. Duties include, but are not limited to, the following: Team Leader; Ethics Review, Analysis, and Counsel and Ethics Communication, Operations and Training.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Training staff members on program work, projects, and procedures 2.) Providing advice to employees and managers on the interpretation and application of ethics statutes, regulations, and policies on issues including financial disclosure, post-employment, Hatch Act and gift exceptions 3.) Reviewing confidential and public financial disclosure reports or prohibited holdings reports 4.) Providing advice on possible conflict of interest violations and making corrective action recommendations.
