Serves as Contract Specialist in the Construction and Design Branch Defense within Commissary Agency (DeCA). The primary purpose of this position is responsible for a full range of pre and post award contracting actions in support of DeCA's Mission.
Duties
Perform pre and post-award contracting functions including acquisition planning, market research, price/cost analysis, negotiation, and administration.
Procure equipment, supplies or services through formal advertising and negotiation techniques.
Review purchase requests and other documentation for accuracy and completeness, to determine that proper specifications or purchase descriptions are included in solicitation documents.
Monitor contractor performance.
Perform cradle to grave functions of a contract specialist for equipment, supplies and services to include but not limited to Pre-Award, Contract Administration, Contract Modification, prepare Contract Award Packages.

Requirements

Qualifications
DoD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS
his is an individual, single agency qualification standard for Department of Defense positions. This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended.
Basic Education Requirements for GS-5 through GS-15 positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
For the GS-12: One year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military.
Examples of specialized experience for the GS-12 include:
Use innovative techniques to develop contractual arrangements.
Use tools such as price/cost analysis, source selection evaluation, and performance criteria to commit to multi-year contracts.
Negotiate acquisitions and ensuring all special requirements and clauses are included within the award.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Physical requirements: Work is mostly sedentary but there will be some physical effort, such as standing, walking, bending or sitting. There are no special physical demands for this position.
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-12: You must have 52 weeks of Federal service at or equivalent to GS-11.
Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
