Duties
Position responsibilities include:
Serves as the acquisition manager, managing activities for the commodities and services assigned to the unit within the Directorate of Acquisition Management (CCQ).
Directs the entire acquisition process for the commodity assigned to their respective division from requirements development and contract negotiation to execution inclusive of the entire contract administration efforts.
Plans, analyzes, establishes, and implements systems, procedures, and programs to include continuous market analysis detecting emerging trends to ensure commissary requirements are defined adequately for contract execution.
Coordinates and negotiates acquisitions with customers and requirements developers to facilitate continuous contract coverage.
Develops acquisition planning strategies for all agency requirements ensuring timely fulfillment of needs within the regulatory and statutory framework.

Qualifications
DoD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS:
This is an individual, single agency qualification standard for Department of Defense positions.This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended.Basic Education Requirements for GS-5 through GS-15 positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Examples of qualifying specialized experience:
Acts as an acquisition manager. Planning, directing, and evaluating the work of personnel engaged in both substantive and clerical support work in support of contracting missions to include strategy, and established contract execution and administration.
Plans strategies that involve market research, early review of program strategies, acquisition strategies, specifications/schedules, and identification of potential problems with recommended alternative and solutions.
Manages the socio-economic and competition programs for commodities assigned within their division.
Manages acquisition processes to include development and enhancement of new techniques and programs ensuring mission success
You must also meet the following requirements by the announcement closing date:
Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. The next lower grade level for this position is GS-13.
Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."
Education
You may not use education to qualify for this position.
Transcripts. REQUIRED when using education to meet qualifications or when education is required.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
