Duties
Serves as the Lead Contract Specialist within the Acquisition Management Directorate Headquarters (HQ), Defense Commissary Agency (DeCA). The primary purpose of this position is to serve as Team Leader of other General Schedule (GS) employees performing Contract Specialist functions.

Requirements

- Physical Requirements: Work is mostly sedentary, but there will be walking involved through contractor or commissary facilities, warehouses, production plants, etc.

Qualifications
DoD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS
This is an individual, single agency qualification standard for Department of Defense positions.This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended.
Basic Education Requirements for GS-5 through GS-15 positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Examples of qualifying specialized experience:
Apply the application of Federal laws, regulations, policies, procedures, and general business practices to buy and sell goods and services in support of the mission.
Use innovative techniques to develop contractual arrangements.
Negotiate acquisitions and ensuring all special requirements and clauses are included within the award.
You must also meet the following requirements by the announcement closing date:
Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit recent SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago.
Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."
ICTAP eligibility. Submit (1) a copy of your agency specific ICTAP eligibility notice or a copy of your separation personnel action form and (2) a copy of your most recent performance appraisal and (3) a copy of your most recent SF 50 or agency notification of personnel action showing your current position, grade level, and duty location. Separation personnel actions do not include a certificate/notice of expected separation.
Education
Transcripts. REQUIRED when using education is required.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. Documents must be in English or include an English translation. The hiring employer for this position does not evaluate degrees from foreign colleges or universities.
