This position is in the Fraud Division, Enforcement Bureau (EB), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid.

Duties
The incumbent performs a variety of legal functions on cases which are often factually complex or of such a nature that no clear precedents apply. Assignments may include: (1) conducting discovery, including drafting Letters of Inquiry and subpoenas, reviewing documents; (2) developing strategies for resolving compliance issues or cases; (3) advising the Bureau Chief and other senior FCC staff about the appropriate handling of cases involving rule violations related to fraud of federal funds; and (4) preparing and presenting findings, conclusions and recommendation regarding legal, investigatory, or policy issues, both orally and in written documents of varying length and complexity; (5) reviewing and resolving both formal and informal complaints, conducting investigations and formal hearings, ordering corrective action and other means available to ensure compliance with FCC rules and regulations. Performs other duties as assigned.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.
A. Education
You must meet the minimum basic educational requirements for Attorney positions.
Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection.

B. Specialized Experience
GS-12
In order to be deemed as qualified applicants must have a minimum of 1 year of professional law experience, including one year of specialized experience which must be equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following: 1. Experience conducting discovery, including drafting Letters of Inquiry and subpoenas, reviewing documents; 2. Experience developing strategies for resolving compliance issues or cases; 3. Experience advising the Bureau Chief and other senior FCC staff about the appropriate handling of cases involving rule violations related to fraud of federal funds; 4. Experience preparing and presenting findings, conclusions and recommendation regarding legal, investigatory, or policy issues, both orally and in written documents of varying length and complexity; and 5. Experience reviewing and resolving both formal and informal complaints, conducting investigations and formal hearings, ordering corrective action and other means available to ensure compliance with FCC rules and regulations.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
