The primary purpose of this position is to provide direct leadership and support through ownership of mid-level Radiology Service administrative management responsibilities, provide data engineering, management, and analytics, as well as, research focused biostatistical analysis and research programs support.

Duties

This is a developmental assignment, which is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence. Major Duties and Responsibilities Responsible for supporting VA Advanced Imaging Research Center (VAARC) Directors and physicists in designing and conducting quantitative and qualitative research and analysis on multiple types of information to provide consolidated data for both clinical and research projects conducted by the Radiology Service. Provides statistical programming and statistical analysis consultations for Health Services Research and Development investigators and research fellows. Designs databases/data input screens and perform data management. Provides technical support to the Physicists and research fellows by backing up data and programs and making research data available to other investigators. Instructs and provides guidance and assistance for the preparation of documents and reports to include consolidation, correlation, verification and finalization of statistical data and reports. Provides training for other staff and investigators on various software applications and programs. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Provides support for procurement and contracting for the organization which may include VAARC Investigator Grant funds management support. Provides full range of non-supervisory administrative functions that support both the Research and Clinical areas, and include the following, but may also be assigned additional tasks and responsibilities based upon service needs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Requirements: Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of this position. Examples of specialized experience include but not limited to: Knowledge of a wide range of concepts, principles, and practices in the quantitative techniques to support the organization's research program; knowledge on how to develop policies, procedures, and criteria for the administration of the health science research program and Radiology Service, and to implement data management and analysis protocols for multiple clinical studies and administrative processes; Ability to perform complex analytical studies and interpretation of results to coordinate the evaluation of medical/scientific programs, processes, and policies and recommend improvements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or L.L.B. or J.D, in a related field of the position to be filled which demonstrates the knowledge, skills and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. GS-11 Requirements: Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of this position. Physical Requirements: The work is primarily sedentary. Typically, the employee will sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light items such as medical records, instructional material, books, packages, and manuals.
