The Office of the Inspector General is one of the best places to work in the Department of Justice and is one of the premier inspector general offices in federal government. The Investigations Division (INV) investigates alleged criminal violations and misconduct that govern DOJ employees, operations, grantees, and contractors. Annually INV receives more than 13,000 complaints, opens approximately 250 investigations, and makes an average of over 90 arrests.

Duties

If selected for this position, you will serve as a Criminal Investigator (Polygraph Examiner) in any location under the Investigations Division offices. You will be responsible for conducting highly sensitive and extremely difficult criminal investigations and conducting polygraph examinations in support of investigations throughout the Division. The position requires expert-level knowledge and skills in conducting investigations and related polygraph examinations. Work assignments include the following: Prepares comprehensive investigative polygraph reports for case agents, prosecutors, and management officials in accordance with DOJ OIG Investigations Division policies and procedures, as well as reflective of current trends and techniques within the law enforcement and professional communities. Conducts investigations that require an expert level of planning and coordination for very complex investigations into allegations of fraud and violations of numerous federal laws affecting federal employees, programs, contracts, contractor employees and criminal statutes. Testifies as a witness before Grand Juries, courts of law, or administrative hearings regarding polygraph examinations, or other investigative matters. Produces comprehensive reports regarding investigative activities and findings, which may be use in Federal, State, or local judicial proceedings or administrative hearings. Plans, organizes, and personally conducts complex and sensitive criminal and administrative investigations involving a wide variety of misconduct allegations involving Department interests, including allegations made against officials of the Department. Participates in professional development opportunities including polygraph associations, conferences, and symposiums, or working groups. Completes and maintains all mandated polygraph-related training requirements. REQUIRED COMPETENCIES: Ability to communicate investigative findings in writing and orally. Ability to serve as an investigative authority on polygraph. Ability to plan, organize, and conduct technical investigations pursuant to search warrants, consent, and administrative seizures. ADDITIONAL REQUIREMENTS: The selectee must have bachelor's degree from an accredited college or university. The selectee must voluntarily submit to and successfully complete a Psychophysiological Detection of Deception (PDD) examination (polygraph examination). The selectee will attend the National Center for Credibility Assessment (NCCA) Psychophysiological Detection of Deception (polygraph) course located at Ft. Jackson, South Carolina. The selectee will complete an Internship with an OIG senior polygraph examiner after graduating from the NCCA.

  • You must maintain firearm proficiency and successfully pass periodic tests.
  • You must pass and maintain medical qualifications.
  • You must maintain a valid state issued driver's license.

  • You must provide a Certificate of completion for Criminal Investigator Training Program at the Federal Law Enforcement Training Centers or an equivalent Federal law enforcement basic training academy.

Qualifications

To qualify for the GS-13 position, you must have at least one year of specialized experience at, or equivalent to the GS-12 grade level. Specialized experience is described as demonstrating significant experience as a current criminal investigator conducting examinations and comprehensive investigations encompassing allegations of criminal and serious administrative misconduct involving individuals, groups, or large organizations. Types of investigations include violations of Title 18, United States Code, including fraud, bribery, larceny, embezzlement, collusion, conflict of interest, civil rights violations, contract fraud, and other Federal criminal violations. Time-in-grade: Federal employees must meet time-in-grade requirements for consideration. You must meet all qualification requirements by the closing date of this announcement. Medical Examination: Individuals must meet the established medical standards and/or physical requirement for the position, proving they are medically and physically capable of performing the essential job functions and duties of the position safely and efficiently. A medical examination will be conducted. Any disease or condition that may potentially interfere with the safe and efficient performance of the job's duties or training may constitute grounds for medical disqualification. Medical qualification determinations will be made on a case-by-case basis. If additional medical information is recommended beyond that provided at the pre-employment examination, it is provided at the expense of the tentative selectee. Drug Testing: This job has been identified as "testing designated" under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired. The agency will schedule, provide and pay for the drug test. Once on board, you will be subject to random drug testing. Law Enforcement Availability Pay (LEAP): As a law enforcement officer you will be required to work on an unscheduled basis in excess of the 40-hour work week. These positions require substantial overtime to include holidays, weekends and nights. You must be readily accessible to perform this unscheduled work. To ensure your availability, you will receive extra compensation in the form of Law Enforcement Availability Pay, which is calculated at a flat rate of 25 percent of base salary.
