As an Information Technology Specialist at the U.S. Coast Guard Research and Development Center (RDC), you will join a fast-paced, diverse, and collaborative group of scientists, engineers, computer scientists, and analysts to contribute to research in focus areas such as radio frequency communications systems, autonomous systems, networking, connectivity, software-defined radios, cloud computing, cyber security systems, intelligence systems, command and control systems, and maritime domain awareness sensors. The RDC's goal is to produce analyses and prototypes that increase suitability, effectiveness, and security of connected systems and can be transitioned to and sustained by operational Coast Guard units with available resources.
Qualifications
Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
SPECIALIZED EXPERIENCE: To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include all of the following:
Applying analytical processes to plan, design, and implement new and improved information systems to satisfy business requirements of customers;
Ensuring integration of all IT systems components (i.e., procedures, databases, policies, software, and hardware);
Evaluating the capabilities of current systems and/ or new technologies, noting their shortfalls;
Performing resource management control including procuring equipment or services necessary for project execution;
Reviewing directives, policies, programs, enterprise-wide functional user requirements and acquisition strategies/vehicles for program related issues to determine the impact and implications in supporting information systems.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NOTE: Education cannot be substituted for experience at this grade level.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
