This is a TEMPORARY, INTERMITTENT position in the Office of Employee Relations, Bureau of Global Talent Management (GTM/ER). The incumbent serves as a Human Resources Specialist (Employee Relations) responsible for advising on conduct, suitability, and discipline issues, drafting of policies, administering employee programs, and ensuring consistency in policies, practices, and procedures, while recognizing the inherent differences between the Civil Service and Foreign Service systems.
Duties
Advises the Under Secretary for Management, the Director General, the Principal and Deputy Assistant Secretaries for Human Resources, and the Director of Employee Relations on standards of conduct, suitability, and discipline.
Provides authoritative guidance to post and bureau management officials and supervisors on handling full range of misconduct issues for Civil Service and Foreign Service employees, and on Civil Service performance-related matters.
Provides expert advice/guidance to Chiefs of Mission, Deputy Chiefs of Mission, and other senior post management officials on procedures and regulations governing potential voluntary or loss of confidence curtailments from post of an employee.
Researches, analyzes, and evaluates misconduct cases and issues, including complex cases and/or those lacking precedent, to determine the appropriate disciplinary action based on reports of investigations or other referrals.
Responsible for the development, implementation, and administration of policies and programs that affect employees in the Civil Service and the Foreign Service, insuring consistency while recognizing the inherent differences between the systems.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience utilizing theories, principles, practices and techniques and case law governing employee relations.
Experience reviewing and clearing on matters of discipline involving both Civil Service and Foreign Service employees.
Experience advising on technical employee relations matters to human resources professionals both domestically and overseas.
Experience representing senior officials in cases of extreme sensitivity involving other government agencies and/or law enforcement authorities.
There is no substitute of education for specialized experience for the GS-14 position.
