About the Position: Serves as a traffic management specialist in the Brigade, Ocean Cargo Clearance Authority Office (OCCA), Quality Assurance Section.
Duties
Maintain records to support contract surveillance functions.
Participate in conferences to improve the quality and responsiveness of service to customers.
Brief management on actions to resolve any deficiencies identified.
Provide reports to agencies/commands for corrective action.
Verify invoices of payments for services such as container detention, accessories, expedited delivery, port storage, etc.
Prepare monthly reports to submit to Contracting Officers (CO).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Employee is required to (at a minimum) complete the following on-line courses: CLM 003 - Overview of Acquisition Ethics and CLC106 - COR with a Mission Focus.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.

Specialized ExperienceOne year of specialized experience which includes 1.) Administering terms and conditions of complex contracts to ensure contractor and government performance is in compliance. 2.) Resolving complex problems with contractor. 3.) Maintaining files such as; reported failures, customer complaint records, and contract discrepancy reports. 4.) Recommending contract changes and monitors contract performance as modified. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
