This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality Clinical Standards Group (CSG) .
As a HEALTH INSURANCE SPEC, GS-0107-14, you will serve in an advisory capacity to CCSQ managers and CMS staff involved in health and safety standards related to institutional and/or non-institutional health care providers.
Duties
Serves as a technical advisor responsible for coordinating, developing, and organizing the creation of the content for rulemaking activities for assigned program areas.
Provides technical leadership as a project and/or program leader.
Coordinates activities and prepares responses to a wide variety of sensitive, high level requests from internal and external stakeholders , as well as state and local groups representing various government health organizations.
Assists lower-graded analysts with the development and revision of these documents.
Serves as a technical expert in the internal regulatory development and clearance processes for rulemaking activities and acts as a resource to internal and external stakeholders on issues related to regulation.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Developing healthcare regulations for quality and safety for patients based on stakeholder input or updates to practice of medicine; (2) Providing technical assistance to internal and external stakeholders on healthcare safety standards; and (3) Participating in regulations development and the clearance process, including understanding all requirements of the Administrative Procedures Act. .
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
