This vacancy is for a Telecommunications Specialist in the National Telecommunications and Information Administration within the Department of Commerce.
Duties
As a Telecommunications Specialist, you will perform the following duties:
Analyze issues related to spectrum management, and develop and formulate policy recommendations, technical proposals, planning documents, and position papers. Research, manipulate, and analyze a variety of spectrum related files through both automated and manual methods.
Maintain technical criteria for automated programs and data files used by the Inter-department Radio Advisory Committee (IRAC) and its subgroups.
Draft, review, and editing of correspondence, regulations, and policy documents. Review internal and agency input documents for compliance with applicable policy, regulations, and procedures, and when required, recommend corrective actions.
Develop, write, communicate, and present a position to reach a consensus, participate in a variety of fora, committees, or working groups.
This Job Opportunity Announcement may be used to fill other Telecommunications Specialist GS-0391-12 FPL 13 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
OPM Qualification Standards: In accordance with the Telecommunications 0391 series Individual Occupational Requirements, in conjunction with the OPM Standard for Group Coverage Qualification Standard for Administrative and Management Positions.
To qualify at the GS-12 level you must meet the following:
Specialized Experience: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-12 level, you must possess one year of specialized experience equivalent to the GS-11 grade level in the federal government. Specialized Experience includes:
Interpreting and researching telecommunications policy and rules; and
Applying national and international spectrum and/or telecommunication rules and regulations; and
Providing technical expertise on electromagnetic communications, including radio systems, radio communication formulas, and concepts.
