This position is located in the Enterprise Telecommunications Division within U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation (TSI). The selectee will serve as the Director of Enterprise Telecommunications Services Division and reports to the Deputy Chief Information Officer.
Duties
As Director of Enterprise Telecommunications Division, you will be responsible for duties to include, but are not limited to:
Oversee design, strategy, and planning for telecommunications support to USAGM.
Directs the implementation of the organization telecommunications strategy, procurement, infrastructure, procedures and standards.
Manages the agency's enterprise telecommunications infrastructure and its associated systems, including Teams Telephony PBXs, VoIP Endpoints, mobile, and TSI managed audio and video conferencing systems.
Lead and supervise a team of telecommunications specialists to provide effective technical support.
Plans, schedules, and assigns work to subordinates.
Design and oversee telecommunications projects with a goal of improving or expanding the current infrastructure.
Administer contracts for enterprise telecommunications and mobile equipment and services.
Monitor and optimize telecommunication systems performance.
Conduct feasibility studies to identify opportunities for improving the telecommunications infrastructure.
Develop and implement long-range telecommunications plans to align with agency strategy and support future growth.
Develop and implement telecommunications policies and procedures to ensure compliance and security.

- You must be a U.S. Citizen or U.S. National
- This is a public trust position. If selected, this position requires the completion of the SF-85P.
- Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
- This position is not covered by a Union Agreement.
- This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period. This position may require serving a one-year probationary period.

- The full performance grade level for this position is GS-15.

- Must obtain and maintain Information Technology Infrastructure (ITIL) v3 or v4 certification within 12 months of employment.
Qualifications
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following:
Developing and improving communications systems, procedures, and requirements that demonstrates knowledge of current developments and trends in communications concepts and technology;
Resolving complex technical issues with data and voice networks, mobile devices, and Voice over Internet Protocol (VOIP) phone systems;
Managing contracts with telecommunication service providers and equipment vendors;
Leading telecommunications staff in support of telecommunications infrastructure, systems, mobile devices, data/voice/video networks and/or phone systems; and
Experience with management of IT Enterprise Telecommunications Systems and Infrastructure.

Education is not required for this grade level. It cannot be used for qualification purposes.
