You will serve as a Contract Specialist under one of the Divisions/Branches within the Contracts Department of NAVUNSEAWARCENDIV KEYPORT WA.
Branch focus areas may include Fleet Readiness, Contracts Undersea Weapons, Contracts Test & Evaluation/Unmanned & Theater Undersea Warfare Systems, Technology Insertion Hardware, Foreign Military Sales, or Command & Corporate Operations, including Facilities.
Duties
You will serve as a contract specialist responsible for pre-award and post-award functions (including all formal advertising and negotiation activities) for a variety
of supply and service contracts in support of the NUWC Division Keyport.
You will be responsible for a variety of contracts that require different specialized terms and conditions, sometimes requiring the generation of unique language specific to a procurement.
You will be oversee contracts related to supplies, services, and technical equipment that range from standard items to complex cost reimbursement, time and material, labor hour, and incentive type contracts.
You will sometimes be asked to act as a mentor to others.
You will serve as a regular or rotating member of the Contracts Department Contract Review Board, with full signature authority.
You will review requirements packages and recommend and/or determine the most appropriate method of procurement and prepare pertinent solicitation documents and justifications.
You will be responsible for compliance with applicable laws, regulations, and policies.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the GS-12:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector as a professional contract specialist performing contract management analysis and evaluation functions for the acquisition of materials and services in support of an organization's mission. Examples of qualifying experience may include: demonstrating knowledge of the FAR, DFARS, NMCARS, and related procurement instructions and guidance; applying understanding of an extensive range of procurement vehicles, including cost plus fixed fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial; or managing a procurement through all phases of the procurement cycle, from acquisition planning, solicitation development, evaluation, award, and post award administration.
For the GS-11:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector as a professional contract specialist applying regulation criteria to evaluate and maintain contracts for the acquisition of materials and services in support of an organization's mission. Examples of qualifying experience may include: demonstrating knowledge of the FAR, DFARS, NMCARS, and related procurement instructions and guidance; applying understanding of an extensive range of procurement vehicles, including cost plus fixed fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial; or managing a procurement through all phases of the procurement cycle, from acquisition planning, solicitation development, evaluation, award, and post award administration.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
The following education may be substituted for specialized experience at the GS-11:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
