You will serve in the Contracts Department as the Branch Head for the Command and Corporate Operations Support Branch of Naval Undersea Warfare Center, Keyport Division ( NAVUNSEAWARCENDIV KEYPORT WA). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high-grade position. The salary is limited to a GS-13, Step 10 (currently $150,535).

Duties

You will provide guidance in using Cost/Schedule/Performance methods and tools. You will utilize principles, methods, techniques, and systems of effective product management to independently plan and negotiated complex project requirements and strategies for various products and services, having final signatory authority. You will apply a high level of sound, independent judgment in the solution of problems and contribution to the administration of the Division's acquisition function. You will exercise leadership among peers and build team relationships. You will communicate and negotiate to defend sensitive strategies and positions. You will provide advice on extensive range of procurement vehicles, including cost plus fixed fee, time and materials, labor hour, fixed price, and commercial contracting methods. You will ensure work assignments are carried out by performing a range of duties, including distributing and balancing the workload among employees in accordance with established workflow or job specialization.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialize experience at or equivalent to the next lower band NT-04 (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector as a professional contract specialist managing contracts and leading pre-award and post-award actions for acquisition programs. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
