You will serve as a Branch Head under one of the Divisions within the Contracts Department located at Naval Undersea Warfare Center Division Keyport, Washington. Branch focus areas may include Fleet Readiness, Contracts Undersea Weapons, Contracts Test & Evaluation/Unmanned & Theater Undersea Warfare Systems, Technology Insertion Hardware, or Foreign Military Sales.
This is not a high-grade position; therefore, the salary may be limited to a GS-13, Step 10 (currently $150,535).
Duties
You will be responsible for the supervision and oversight of the employees within your assigned branch.
You will manage various acquisitions and project requirements, including evaluating costs and performance in support of customer needs.
You will perform and assign work to the employees on various cost and price analysis, policy interpretation of contracts, post-award procedures, cost reimbursement, and incentive award provisions.
You will be responsible for negotiating complex requirements and strategies for various products and services.
You will have a $250M contracting officer warrant to use in the execution of contracts.
You will exercise leadership among peers and build team relationships.
You will be responsible for ensuring that work assignments of the branch are carried out by performing distribution and balancing of the workload among employees in accordance with established workflow or job specialization.
You will assure timely accomplishment of assigned workload and assure that each employee's time and skills are optimally developed and utilized.
You will ensure quality of documents sent to Contracts Review Board and higher-level approvals through development and reviews.
You will provide team and individual awards, rewards, and recognition.
You will inform employees of available employee benefits, services, and work-related activities; complete performance appraisals and review for branch members; and address performance issues/problems.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contract specialist leading technical and administrative contracting functions to ensure optimization for acquisition programs. Qualifying Experience includes managing contracts and leading pre-award and post-award actions; demonstrated knowledge of the FAR, DFARS, NMCARS, and related procurement instructions and guidance; procurement vehicles, including cost plus fixed fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial; leading procurement through all phases of the procurement cycle, from acquisition planning, solicitation development, evaluation, award, and post award administration; advising technical, past performance, small business, and cost boards; performing complex cost realism analysis; leading negotiations; drafting source selection decision documents supporting the award recommendation; and performing debriefs.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
