This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Immediate Office Of the Secretary, located in Washington, District of Columbia.
Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
Duties
Serves as the technical authority and expert advisor for the planning and interpreting of information for the Secretary concerning regulatory documents.
Reviews and analyzes existing and proposed regulations for key agency programs to determine the intent of legislation and policy accuracy, completeness and proper coordination with Assistant Secretaries as well as Operating and Staff Divisions.
Identifies key technical issues and evaluates alternatives on regulations, standards, or policies for complex, key mission essential programs.
Reviews and evaluates proposed regulations for implications, Secretary's views or initiatives, and conformance with OMB policies and Congressional standards.
Manages regulations for the Department and decides the distribution and handling process.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing all of the duties listed below:
Reviewing, analyzing, and interpreting regulatory documents and preparing submissions, filing regulatory documents, and making improvements as needed; AND
Developing and writing memos, standard operating procedures, guidance documents or other materials relating to regulatory actions; AND
Utilizing a range of analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to improve the efficiency and effectiveness of program operations.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
