This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Working Leader for a team in trades and labor, focusing on air conditioning and refrigeration. Responsibilities include assigning tasks, ensuring material availability, monitoring work, and training staff. Also performs installation and repair of refrigeration systems.

Duties

Lead a team of three or more employees in trades and labor, focusing on air conditioning and refrigeration work, while ensuring task assignments and resource availability. Monitor ongoing work to ensure compliance with supervisor instructions, deadlines, and safety standards, while providing guidance and training to team members. Perform installation, modification, repair, and maintenance of various refrigeration and HVAC systems, including diagnosing and resolving malfunctions. Fabricate and modify refrigeration and electrical control systems, planning and executing project-specific installations to meet engineering requirements. Respond to hazardous material incidents, participating in training and readiness exercises, and ensuring compliance with safety protocols during emergency situations.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• May be required to alternate working hours on all shifts to include weekdays and weekends as well as rotating shifts.
• Business travel up to 25% of the time.
• This position requires the completion of a pre-employment and annual physical examinations.
• This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
• Secret security clearance required.
• Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
• May be required to wear a pager / on-call.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Air Conditioning Equipment Mechanic Leader without more than normal supervision. I can coordinate and delegate tasks among team members, ensuring that all necessary materials, tools, and plans are readily available for seamless operations. I am proficient in inspecting work processes for compliance with established procedures and safety standards while providing clear guidance and training to junior mechanics. Additionally, I can troubleshoot and resolve equipment malfunctions, perform maintenance on refrigeration and HVAC systems, and communicate project progress and challenges to supervisors. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Efforts: Frequently carries and sets up parts and equipment that weighs up to 50 pounds. Lifting equipment is available for heavier jobs. Long periods of stooping, stretching, bending, and kneeling may be required when working in hard-to-reach places. Working Conditions: Most of the work is performed inside, where areas are usually adequately heated and ventilated, but frequently required to work in cramped and awkward positions on concrete floors and on ladders. Extreme temperatures occur when working in cold rooms and occasionally outside. Protective devices, such as goggles, masks, etc. may be needed periodically when there is a possibility of exposure to refrigerants (freon, ammonia). Work is frequently dirty and greasy and mechanic is subject to possible injuries such as cuts, bruises, burns, and electrical shock.
