Direct Hire Authority (DHA) solicitation utilizing the DHA for Science and Technology Reinvention Laboratory Support Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:
Position within the Directorate of Public Works, involved in installation, modification, repair, overhaul, maintenance, operation and servicing of integrated industrial and laboratory reach-in and walk-in refrigeration systems located at the Hanover Research site.
Duties
Work involves the installation, modification, repair, overhaul, maintenance, and servicing of integrated industrial and laboratory reach-in and walk-in refrigerators; cold room equipment.
Work involves the installation, modification, repair, overhaul, maintenance, and servicing multi-stage, turbine-type freon-brine refrigeration system; a recirculating ammonia central refrigeration system.
Work involves the installation, modification, repair, overhaul, maintenance, and servicing low temperature cascade systems; a two pipe high pressure HVAC system; freezers; water coolers, dehumidifiers, compressed air systems.
Work involves the installation, modification, repair, overhaul, maintenance, and servicing lair-conditioning units and systems, heat pumps; brine pumps; and other related equipment.
Provide support to engineering/scientific research projects - Fabricate, modify, install prototype refrigeration and electrical control systems and develop functional design solutions to operating problems.
Diagnose and repair heating, ventilation, and air conditioning (HVAC) systems to ensure efficiency, reliability, and safe operation of equipment. Properly handle and dispose of hazardous waste materials and by-products safely.
Wear proper protective clothing and equipment to handle hazardous materials
Safely operate refrigeration and air-conditioning equipment.
Position designated as mission essential; in the event of unplanned hazardous material releases, the incumbent must continue to perform the mission essential duties.
Requirements
- Appointment subject to a suitability or fitness determination, as determined by a completed background investigation.
- Pre-employment and Annual Physical Examinations (Respirator Test).
- Hazardous Material (HAZMAT) Certification.
- Moderate to Heavy Lifting (up to 50 lbs).
- Emergency/Irregular/Shift - on call work schedule.
- Protective clothing and/or equipment.
- Temporary Duty Travel less than 10% to other Duty Locations.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Air Conditioning Equipment Mechanic - Direct Hire without more than normal supervision described as full range of duties described as repairing and maintaining large capacity chillers (compressors) or absorbers that perform various functions such as heating, humidification, dehumidification, and filtration, in addition to cooling; performing minor repairs on air conditioning units; and interpreting blueprints, diagrams, schematic drawings, water flow charts, and specifications regarding servicing and operation of the refrigeration and air conditioning equipment. Work on my own initiative under general supervision subject to occasional inspection. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort & Working Conditions:
Frequently carries and sets up parts and equipment that weighs up to 50 pounds. Lifting equipment is available for heavier jobs. Long periods of stooping, stretching, bending, and kneeling may be required when working in hard-to-reach places. Most of the work is performed inside, where areas are usually adequately heated and ventilated, but frequently required to work in cramped and awkward positions on concrete floors and on ladders. Extreme temperatures occur when working in cold rooms and occasionally outside. Protective devices, such as goggles, masks, etc. may be needed periodically when there is a possibility of exposure to refrigerants (freon, ammonia). Mechanic is routinely in contact with hazardous materials and must use extreme caution. Work is frequently dirty and greasy and mechanic is subject to possible injuries such as cuts, bruises, burns, and electrical shock. Work may involve travel to field locations within the US as well as to the Arctic and other cold regions.
