Located in the Testing Division, within The Facilities Test & Center Operations Directorate, The Aviation Test Branch (FTB) is currently seeking to fill an Electrical Engineer position working within a team (peers, leads, technicians, safety, customers, etc.) to support the electrical engineering portion of test projects/programs and test facilities; such as the Icing Research Tunnel, Engine Research Building, and Aero Acoustic Propulsion Laboratory
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Performs multiple engineering project functions which may include leading in planning, design, test and evaluation, cost analyses, program and project management, and quality management.
Leads designs and developing procedures, techniques, and methods of equipment operations, and the design of facility modifications to meet changing research or test requirements.
Leads establishing test conditions and evaluates operations safety and environmental requirements, as well as, analyzes and validates test data, working to build enduring relationships with internal and external test facility customers.
Applies technical engineering expertise in the development of projects requirements for facility Electrical Systems. Typical work includes AutoCAD drawings, control sheet programming, technical specification of parts.
Works alongside other engineers to perform various duties; monitors contracted work either externally or on-site in the facility of the contractor.
Provides mentoring and guidance to junior facility Electrical Engineers and technician workforce.

Requirements

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-11, you must have:
a) You must have one year of directly related specialized experience equivalent to the GS-09 level
Reviewing and assessing electrical engineering issues related to facility electrical and/or avionics system designs;
Identifying test requirements for electrical and/or avionics operations;
Communicating technical information, status, and issues through verbal and written communication.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of graduate education in an appropriate field
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Evaluating electrical and/or avionics data packages in accordance with design specifications;
Assessing electrical and/or avionics engineering systems requirements for integration and test activities;
Presenting technical information and issues found during assessments to the review board.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Analyzing launch vehicle electrical components and/or avionics systems;
Evaluating electrical drawings, schematics, and circuit analysis;
Evaluating qualification and acceptance test requirements in accordance with launch vehicle electrical and/or avionics engineering systems.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
