The Power Management and Distribution (LEM) Branch within the Glenn Research Center (GRC) Power Division is looking for a high performing individual to serve a minimum of a 1 year detail as Deputy Chief of the LEM Branch. You will supervise and perform engineering functions for a branch that performs detailed design and development, testing, modeling and analysis, and advancing lower technology readiness level prototype development of space and aeronautics flight PMAD systems and components.

Duties

Provide administrative and technical supervision necessary for accomplishing the branch work. Manage resources for the organization to obtain strategic objectives for the branch and organization. Recommend employee promotions and recognition; approves leave; recommend performance modifications and discuss corrective actions in performance with the Branch Chief. Assist in defining project roles and responsibilities, assembles teams, and assigns work. Verify that technical work requirements and milestones are well defined; Review employee work products and presentations. Defend organization and employees work to senior management and other offices; maintain safe working conditions for subordinate staff. Serve as a SME directing and managing project development efforts related to power management and power distribution. Lead the collaboration with other NASA Centers, government agencies, private industry, academia and international organizations in the conduct prototype and flight PMAD systems and components. Assist in assembling interagency agreements and Space Act Agreements; assist to resolve the challenging problems with major systems. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

  • If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13 they will be temporarily promoted to the GS-14 level
  • A one-year supervisory probationary period may be required

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level Performing electrical/electronic design and testing for power management and distribution systems. Leading or supporting multi-disciplinary teams and/or working groups. Interpreting and applying regulations pertaining to interagency and Space Act Agreements in order to prepare such agreements. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
